This special issue contains selected articles from the 2nd Doctoral International Conference held on May 21-22, 2025. This event was hosted in collaboration with the Doctoral Program in Public Administration, Faculty of Social and Political Sciences, Hasanuddin University and the Central Executive Board of the Indonesian Association for Public Administration (DPP-IAPA).

The conference explored the complexities and challenges faced by public administration systems by bringing together scholars, policymakers, and public administration professionals from across the globe. As Indonesia continues to navigate its diverse and dynamic political, social, and economic landscape, this conference provided a comprehensive understanding of the multifaceted issues in governance, public policy implementation, institutional reforms, and the role of leadership in fostering effective public service delivery. Drawing insights from Indonesia’s unique approach to public administration, participants examined the intersection of local and global challenges, the importance of adaptive governance, and the role of innovation in tackling complex administrative issues.

This KnE Social Sciences special issue contains 110 peer-reviewed articles that explore a diverse range of topics related to local governance and public administration, with a particular emphasis on new research and innovative strategies relating to e-governance and digital transformation, cross-cultural and cross-sector collaborations, indigenous rights, public service innovation, publication trends in tourism development, disaster management, human resource and investment management, sustainable governance, revenue enhancement, and creating employment and business opportunities.

These articles will interest students or research professionals working in administration, policy, politics, government, the economy, digitalisation, or innovation.
